הגירה ועיר הפיתוח: על הזכות לעיר ואזרחות עירונית בשדרות

לגלי ההגירה האינטנסיביים אל ערי הפיתוח מאז שנות ה־90 השלכות מורכבות על האזרחות העירונית ועל הזכות לעיר של תושביהן הוותיקים, המזרחים, ובהן מתמקד מאמר זה. העיר שדרות משמשת מקרה בוחן מרכזי. אל מול הטענות שלפיהן הגירה אל ערים קטנות ומרוחקות מיטיבה עימן מבחינה כלכלית ותרבותית, ומייצרת אפשרות לעירוניות מגוונת, מכילה וצודקת, ניתוח מדיניות התכנון, הבינוי וההגירה אל ערי הפיתוח מבעד לפריזמה של אזרחות עירונית וזכות הוותיקים המזרחים לעיר חושף תהליכי דחיקה ודחיקוּת (displaceability). אזרחות עירונית מוגדרת כהשתייכות נורמטיבית לקהילה העירונית. ממנה נגזרת הזכות לעיר. זכות זו מדגישה את יכולתם המהותית של הפרט ושל הקהילה לעצב את זהות המקום, להשפיע על תרבותו ולהשתתף באופן פעיל בפוליטיקה המקומית, לנצל את משאבי העיר באופן שוויוני, ולשמר חיים קהילתיים, תרבותיים וזהותיים ללא אפליה. נקודת המוצא של המאמר היא שעד שנות ה־90, ערי הפיתוח, בהיותן המרחב המזרחי הפרדיגמטי, כוננו סדר אזרחי־עירוני שבאמצעותו יישׂמו המזרחים הלכה למעשה את זכותם לעיר. מאז שנות ה־90, וביתר שׂאת בשני העשורים האחרונים, בצל מדיניות התכנון, הבינוי והשיכון, שברובה נשענה על עקיפת הוראות החוק והחלשת יכולת ההתנגדות המקומית, ובצל השתלטותן של קהילות מהגרות על צומתי העוצמה והשליטה במשאבים המקומיים – נדחקו המזרחים מהזכות לעיר, וחוו שינוי באופייה של האזרחות העירונית. דחיקה זו כוללת ערעור תחושת שייכות, הרחקה מתהליכי קבלת החלטות הנוגעות לעיר, הֲסטה של משאבים מקומיים לטובתן של הקהילות המהגרות, ובמקרה של שדרות – אובדן השליטה הפוליטית בעיר לטובת הגרעין התורני – אחת הקהילות המהגרות אל העיר. אלה מצטרפים לשינוי פיזי של ממש במרחב הבנוי, שהעמיק את תחושת הניכור והזרות הנובעת משינויים דמוגרפיים, תרבותיים וחברתיים בסביבת המגורים בעקבות הגירה אינטנסיבית. נדמה שהמזרחים נותרו עם זיכרונות נוסטלגיים של מה שהייתה "העיירה שלהם".

Immigration and the development Town: The right to the city and urban citizenship in Sderot \ Moti Gigi, Erez Tzfadia

This article explores the complex implications of intense waves of migration to Israel’s peripheral development towns since the 1990s, focusing on their impact on urban citizenship and the right to the city of incumbent Mizrahi residents. Using the city of Sderot as a primary case study, the research challenges the prevailing claims that migration to small, remote cities benefits them economically and culturally by fostering a diverse, inclusive, and just urbanism. Instead, an analysis of planning, construction, and migration policies through the prism of urban citizenship and the Mizrahi right to the city reveals processes of displacement and displaceability. Urban citizenship is defined here as a normative belonging to the urban community, from which the right to the city is derived. This right emphasizes the substantive ability of individuals and communities to shape a place's identity, influence its culture, actively participate in local politics, utilize urban resources equitably, and maintain communal and cultural life without discrimination. The article posits that until the 1990s, development towns—as paradigmatic Mizrahi spaces—constituted an urban-civil order in which Mizrahi residents effectively exercised their right to the city. However, since the 1990s, and increasingly over the last two decades, this status has eroded. Governed by centralist planning and housing policies that often bypassed legal regulations and weakened local resistance, and alongside the takeover of local power centers and resources by migrant communities, Mizrahi residents have been displaced of their right to the city. This displacement manifests as an undermined sense of belonging, exclusion from decision-making processes, the diversion of local resources toward migrant populations, and the loss of political control to the Garin Torani (religious-Zionist mission communities). These factors, combined with significant physical changes to the built environment, have deepened feelings of alienation and estrangement resulting from the demographic and cultural shifts brought about by intensive migration, leaving Mizrahim with nostalgic memories of ‘their town’.

מאמר זה מבקש לחקור את שיח זכויות הלהט"ב בקולנוע ובווידיאו ישראליים. חלק מהסרטים הישראליים, דוגמת הבועה ובננות, מקדמים שיח הומונורמטיבי והומולאומי של זכויות להט"ב, המונחה על־ידי נרטיב פרוגרסיבי הנע ממסורתיות למודרניות, מבושה לגאווה, מהומופוביה ומן הסודיות של הארון לשחרור ולזהות מינית הומואית המבוססת על ערכים וקריטריונים מערביים. בניגוד לכך, סרטוני הווידיאו של ליין המסיבות ההומואי המזרחי "אריסה" מותחים ביקורת על הנחות היסוד של פוליטיקת הזהות המינית המערבית, ההומונורמטיבית והומולאומית של הקהילה הלהט"בית בישראל. הם משתמשים בפרקטיקות של אי־הזדהות ושל פרפורמטיביות קווירית במסגרת התרבות הישראלית הדומיננטית, ובה בעת חותרים תחת הנורמות החברתיות שמְּמַשטרות זהויות לנורמטיביות לאומית, מינית, מגדרית ואתנית. סרטוני וידיאו אלה מציגים משא ומתן מורכב עם האידיאולוגיה הרשמית, ומציעים דרכים קוויריות מזרחיות חדשות של קיום בעולם, שאינן מבוססת על זהות לאומית או מינית משותפת.

Homonationalism, disidentification, and queer performativity: The Arisa Mizrahi party line videos / Raz Yosef

This article explores the homonormative and homonational politics and the discourse of LGBT rights in contemporary Israeli film and video. Some Israeli films, such as The Bubble and Cupcakes promote homonormative and homonational discourse. This has been guided by a progressive trajectory from traditional societies to modernity, from shame to pride, from homophobia and the secrecy of the closet to gay sexual liberation and identity that follows Western standards. In contrast, the Arisa Mizrahi party line videos critique the underlying premises of the homonormative and homonational sexual identity politics of the LGBT community in Israel. They use queer performative practices of disidentification within mainstream culture, while simultaneously subverting the social norms that regulate identities into national, sexual, ethnic, and gendered normativity. These videos present a complex negotiation of dominant ideology, creating new Mizrahi queer ways of being in the world that are not based on a shared national or sexual identity.

מחקר זה בוחן את העונה השנייה של תוכנית הטלוויזיה המיתולוגית "זהו זה", שחזרה לשידור עם פרוץ מגפת הקורונה. בעונה זו היו 21 פרקים, וכל פרק כלל כשבעה מערכונים וחידוש של שיר. אנו מראים כי התוכנית בחרה בקו נוסטלגי, עם אזכורים רבים לתרבות הישראלית, כדי למתוח ביקורת חברתית ובאותה עת להעביר מסרים מחזקים תוך הישענות על עבר משותף. אותו עבר משותף ומאחד לכאורה הוא בעל מאפיינים המתאימים לתרבות הצברית־אשכנזית־חילונית: מבין 21 השירים שחודשו בתוכנית, רק שניים היו מזרחיים; הפרות הבידוד של החרדים הוצגו במערכונים כסכנה וזלזול בציבור, בעוד אלו של החילונים הוצגו כ"תחמנות" וחוצפה ישראליות ראויות; העילית הפוליטית של השמאל האשכנזי־חילוני הוצגה כחלשה, חסרת "עמוד שדרה" ולא רלוונטית, אך כמי שמחזיקה בתרבות נעלה לעומת הפוליטיקאים המזרחים בעלי הכוח. אלה האחרונים הצטיירו כשקרנים וחסרי תרבות. כך, לצד הומור וסאטירה, הזכירה התוכנית "זהו זה" לחברה הישראלית את יכולתה להתגבר על קשיים וגם ניסתה לסמן לה את הערכים הראויים לה לכאורה.

Zehu Ze tackles COVID-19: Bringing back Israel's "good old days" through the use of nostalgia / Revital Windzberg, Yuval Benziman

 “Zehu Ze,” the fabled Israeli  comedy show of the 1980s and 1990s, returned to TV screens during the Covid pandemic. This paper examines its second season, which featured 21 episodes, each of which included, on average, seven sketches and a musical number. We argue that nostalgia was a prominent motif, as were various references to Israeli culture.  By choosing these themes, the show both mocked and criticized society, while attempting to strengthen it through a shared past. This "shared past," while intending to provide a unifying element, had an Ashkenazi-secular-Sabra flavor. Furthermore, different groups in Israel were lampooned, but each in a  very different way. Therefore, along with humor and satire, the show reminded Israelis of their capacity to overcome hardship while signaling "appropriate" Israeli values.
