פילנתרופיה עילית

עם תחילתו של משבר הקורונה בישראל פרסמו ארגוני הגג המרכזיים בשדה פילנתרופיית העילית המקומי הצהרת תמיכה משותפת ובה מסר חד־משמעי לארגוני החברה האזרחית, שניצבו בפתחו של מאבק הישרדות. מהלך מיידי ומשותף זה הוא דוגמה לשותפויות שנרקמו בין שחקנים בשדה בעקבות המשבר ובמהלכו, והוא מעלה שתי שאלות: כיצד הושפעו שיתופי פעולה פילנתרופיים בישראל לנוכח משבר מגפת הקורונה; וכיצד הושפעו תפיסותיהם של שחקנים בשדה הפילנתרופי כלפי שיתופי פעולה בין־פילנתרופיים ועם הממשלה?

שיתופי פעולה בין־פילנתרופיים ובין־מגזריים התקיימו ברמות שונות עוד טרם המשבר. עם זאת, ברקע עמדו יחסי גומלין מורכבים ודינמיים של פילנתרופים ישראלים עם הממשל. מדובר ביחסי כוח שהושפעו במשך שנים מתמורות סוציו־פוליטיות וממתחים שהתגלעו בין המגזר העסקי לאליטה הפוליטית. זאת ועוד, המגפה הגיעה לישראל כאשר המדינה הייתה שרויה במשבר פוליטי מתמשך, שהתבטא בקיומן של ממשלות זמניות שמתנהלות ללא תקציב, ומצב זה השפיע לרעה על ארגונים חברתיים ועל מוטביהם. על רקע זה, ולנוכח משבר הקורונה ותחושת החירום, ננקטו צעדים מצד הממשלה ומצד שחקנים פילנתרופיים בפרויקטים המשותפים.

בהתבסס על חקירה אתנוגרפית אנו טוענות כי משבר הקורונה בישראל שימש גורם מאיץ ומחדד בשני מרחבי פעולה: במרחב התוך־פילנתרופי הוא האיץ וחיזק שותפויות בין שחקנים וחידד את ההבנה בדבר יתרונותיהן של שותפות וחיבוריות בין־פילנתרופית; ואילו במרחב הבין־מגזרי הוא האיץ ראייה מפוכחת וזהירה של שחקנים בשדה באשר לשותפויות עם הממשל וחידד חשיבה מחודשת על טיבן.

Betweeen Rapprochement and Reexamination: Intraphilanthropic and intersectoral partnerships amid the COVID-19 crisis in Israel / Noa Krauz-Lahav, Galia Feit

Following the outbreak of COVID-19, the leading elite philanthropic networks in Israel issued a decisive statement of support, conveying an unequivocal message to local NPOs, who were facing overwhelming challenges due to the crisis.

This immediate joint move is an example of partnerships that were formed between players in the field throughout the crisis. The show of philanthropic unity led us to ask: How were philanthropic collaborations affected by the pandemic, and how were the perceptions of the philanthropic actors affected regarding intraphilanthropic collaborations and intersectoral partnerships with the government?

Intraphilanthropic and intersectoral collaborations existed at various levels before COVID-19, however, they took place against a background of complex and dynamic interactions between Israeli philanthropists and the government. These power relations were affected over the years by sociopolitical changes and tensions that arose between the business sector and the political elite. Moreover, the pandemic reached Israel in the midst of a protracted political crisis, which resulted in a series of provisional governments lacking an approved budget, which in turn adversely affected the NPOs.

Based on an ethnographic study, we contend that the pandemic unfolded as a catalyst and a refiner. Within the intraphilanthropic sphere, it accelerated and strengthened collaborations, and sharpened an understanding of their advantages; while in the sphere of intersectoral partnerships, it promoted a sober and careful perspective towards governmental agencies among philanthropic actors, and sharpened their rethinking of the nature and essence of such partnerships.
