ממשבר גלובלי לעתיד לוקלי: מגמות חברתיות והתנהגותיות אפשריות בהשפעת משבר הקורונה

משבר הקורונה הוא לא רק משבר בריאותי המאיים על חיים רבים, אלא הוא גם טומן בחובו משבר כלכלי וחברתי המשפיע על העולם כולו, ובכלל זה ישראל. כחלק מן הניסיון לחזות מה ילד יום נכתב רבות על השאלה כיצד ישפיע המשבר על מגמות חברתיות. יש לקרוא את הדברים בזהירות, שכן במצבי אי־ודאות שכאלו הנטייה היא לזהות את המגמות הללו עם נטיות הלב, מעין "הטיית אישוש" מחקרית. לסקירה זו נבחרה המתודה ה"שועלית", כלומר "סריקת אופק" רחבת מבט והיקף ולא התמקדות בתחום תוכן מסוים אחד. השיקול שהוביל אותי להשתמש במתודה זו הוא שהמגמות השונות כרוכות זו בזו, מזינות זו את זו ומשפיעות זו על זו.

מטרתו של מאמר זה היא לנסות ולסמן מתוך הספרות המקצועית הקיימת את מגמות־העל החברתיות וההתנהגותיות המרכזיות שסביר לצפות שישתנו בעקבות המאבק בהתפשטות הנגיף ובהשלכותיו הכלכליות, בדגש על המגמות שקיבלו עד כה משקל מועט בשיח הציבורי בישראל.

שינויים חברתיים מתרחשים לאט וקשה לחזות את כיוונם. איני מתיימר לנבא את העתיד. היות שאנו נמצאים עדיין בעיצומה של ההתמודדות עם השלכות המגפה, אני מנסה לסמן כאן את המגמות המרכזיות האפשריות, בחלוקה למגמות מתחומים שונים ומתוך מודעות לשרירותיות האפשרית שבחלוקה זו.

  • בתחום הפוליטיקה והממשל – מגלובליזציה ללוקליזציה; חזרתה של מדינת הלאום לקדמת הבמה; ערבות הדדית בחסות המדינה; סוציאליזם פופוליסטי במשטרים ימניים.
  • בתחום החברה – המומחיות חוזרת לקדמת הבמה; הבריאות כחזית; שינוי בדפוסי האמונה והפולחן הדתי; משבר בחברות מסורתיות.
  • בתחום הקשר שבין טכנולוגיה לחברה – עלייתו של "המעמד הנייד"; חיים ברשת; מעקב ופרטיות.

The Local Future of a Global Crisis: The influence of COVID-19 on potential social and behavioral trends / Oshri Bar Gil

The COVID-19 crisis has not only been a life-threatening health crisis, but has also had economic and social ramifications. Repercussions have been felt around the world, including in Israel. Many studies have already attempted to forecast how different social trends will influence the aftermath of the crisis, and more are currently underway. These studies should be read carefully, since there is a tendency to characterize current trends based on preconceived notions, thus leading to "confirmation bias" in these uncertain times. Since the trends are interconnected, I chose a broad horizon-scanning method for reviewing the trends, rather than focusing on one specific area. The goal of this article is to identify the main social and behavioral mega-trends that are expected to emerge amid the COVID crisis, and the expected economic effects, based on current research.

Social changes take time to manifest and are difficult to forecast. Because we are currently dealing with the effects of the epidemic, the study does not attempt to predict the future, but instead focuses on identifying probable major changes in politics and government, from globalization to localization. Is the nation-state regaining prominence? I will discuss state-sponsored collective security, populist socialism in right-wing regimes, the central role of expertise; healthcare as a new frontier; and issues in religion. The paper will discuss social upheavals resulting from a technology-based response: the creation of a "mobile" class; living online; monitoring, and privacy.
