משברי המים ומשבר האקלים בתקשורת הישראלית: שיח אירועי בצורות בעיתונים ובקמפיינים לחיסכון במים

מחקרי תקשורת סביבתית ממליצים להשתמש באירועי מזג אוויר קיצוני כדי להסביר לציבור את הסכנות הצפויות ממשבר האקלים על ידי הדגמת השפעתו על חיי היום־יום. מתחילת המאה ה־21 היו בישראל שלוש בצורות ארוכות, ושינוי האקלים צפוי להגביר את הלחץ על מקורות המים במדינה. מאמר זה בודק אם הייצוג התקשורתי של בצורות אלו והתגובה אליהן התייחס להקשר של שינוי האקלים וההתמודדות עימו ובוחן בתוך כך גם דפוסי שיח של דה־פוליטיזציה של חוסן סביבתי. המחקר מתבסס על ניתוח שיח אורכי של הסיקור בארבעה עיתונים – ידיעות אחרונות, הארץ, כלכליסט ודה מרקר – במהלך שלוש חקירות מוסדיות של מדיניוּת המים הלאומית (אחת בכל בצורת): ועדת חקירה פרלמנטרית (2001–2002), ועדת חקירה ממלכתית (2008–2010) ודוח מבקר המדינה (2018); וכן של תשדירי שירות מטעם רשות המים (2008–2018).

הממצאים מראים שבכל התקופות מסגרו העיתונים את הסיקור כ"משבר מים" שנגרם בשל "מחדל ממשלתי" ו"חוסר איזון בין היצע לביקוש", שייפתר בעתיד באמצעות התפלת מי ים ומנגנוני תמחור. בשתי התקופות הראשונות שינוי האקלים כמעט שלא הוזכר בהקשר של הבצורות – רק ב־1.8% מהכתבות בשנים 2001–2002 ו־3.4% בשנים 2008–2010. בתקופה השלישית הורחב ההקשר האקלימי ל־16% מהסיקור. בד בבד, תשדירי השירות חיזקו עד 2018 את נרטיב "משבר המים" במנותק ממשבר האקלים. הניתוק הדיסקורסיבי בין משבר האקלים למשברי המים שירת מגמות של דה־פוליטיזציה, שצמצמה את האפשרות להטמעה של מדיניות מים היוצרת חוסן אקלימי ולא רק חוסן בצורת.

Water Crises and Climate Crisis in Israel’s Media: Discourse of Droughts in Newspapers and Water Conservation Campaigns / Shai Kassirer

Studies in the field of environmental communication recommend using extreme weather events to explain the risks and effects of the climate crisis on daily life. Since the beginning of the century, Israel has experienced three lengthy droughts, and climate change is expected to exert increased pressure on its water resources. This paper deals with the ways in which the media has represented these droughts, focusing on the depoliticization of causes and solutions, and the connection to climate change.

Research methods included longitudinal discourse analysis of water conservation campaigns produced by the Israel Water Authority in 2008-2018, and articles published in Yedioth Ahronoth, Haaretz, Calcalist and The Marker during three investigations of national water policies: a Parliamentary Inquiry Committee (2001-2002), a National Inquiry Committee (2008-2010) and a State Comptroller Report (2018).  

The findings show that in each period, the newspapers framed the coverage as a “water crisis” caused by “supply and demand imbalance” which could be solved by seawater desalination and pricing adjustments. During the first two investigations, climate change was mentioned in, respectively, only 1.8% and 3.4% of the news items covering the drought (mainly in Haaretz). In contrast, during the third investigation, climate change was mentioned in 16% of the items. In parallel, until 2018, the conservation campaigns promoted the narrative of a “water crisis” detached from climate change

In conclusion, the discursive disconnect between the climate crisis and the water crises strengthen trends of depoliticization, which leads to reduced prospects for assimilating water policies that create climatic resilience and not just drought resilience.
