ישראל היא מדינה אתנית דמוקרטית, אולם אזרחיה היהודים והערבים אינם נהנים ממעמד אזרחי שווה. בין השאר משאביה הציבוריים אינם מחולקים באופן שוויוני על פי הצרכים של כל קבוצה. דוגמה להקצאה לא־שוויונית כזאת נמצאת בעבודה הסוציאלית בחברה הערבית במדינה. מאמר זה מתאר את התמורות בעבודה סוציאלית זו מסוף הממשל הצבאי במדינה ועד לתחילת הרפורמה האחרונה שנעשתה בלשכות לשירותים חברתיים (2018) על סמך מסמכים ארכיוניים, פרסומי משרד הרווחה ומאמרים בנושא עבודה סוציאלית בחברה הערבית, ראיונות עם עובדים סוציאליים ערבים שעבדו בשטח בתקופה הנסקרת וסקר משנת 2019 על המועסקים בעבודה סוציאלית ביישובים הערביים במדינה.

התמונה הכוללת מלמדת שלאורך התקופה הכירו ממשלות ישראל בצורכי החברה הערבית, אך למרות זאת הן לא סיפקו לה מענים נאותים, לא הכירו בהשלכות של התרבות הערבית על הספקת השירותים ונמנעו משיתוף נציגים מהחברה הערבית בתהליכי קבלת ההחלטות הרלוונטיות לעבודה הסוציאלית. עם זאת, לקראת סוף 2018 חל גידול ניכר במספר העובדים הסוציאליים הערבים והתרחבו תחומי העיסוק שלהם.

 Social work in a democratic ethnic state: The development of social work in Israel's Arab society from 1968-2018 / Ibrahim Mahajne, Arnon Bar-On

Israel is an ethnic state, and as such, Jewish and Arab citizens do not have equal civil status or public resource distribution. To illustrate the inequality in resource distribution, the article traces the development of social work in Israel's Arab population from 1968 (the end of the 20-year military regime under which this society resided) until the latest reform in the country's social welfare bureaus in 2018. The material is based on archival sources, Ministry of Welfare documents and interviews with Arab social workers employed during the period. The main findings show that while the government recognized Arab society's welfare needs in 1968, it failed to adequately meet them. Fewer resources were allocated to Arab social workers than to Jewish social services personnel. The government failed to recognize the Arab narrative and Arab representation in service planning and delivery. By 2018, however, the number of Arab social workers had substantially increased, as did their areas of intervention.
