עוני אנרגטי בתנאים של שינויי אקלים והשלכותיו על החוסן הקהילתי

בעקבות שינויי האקלים יגברו תדירותם ומשכם של גלי חום וקור, הצפות, שרפות ומספר המקרים של קריסת תשתיות חשמל. כבר היום ההערכה היא שמיליונים ברחבי העולם סובלים מאי־ביטחון אנרגטי, והצפי הוא שמספרם יגדל בגלל קושי הולך וגובר להבטיח אנרגיה מספקת לצרכים הבסיסיים של משק הבית, ובייחוד קירור, חימום, בישול והפעלה של מכשירים חשמליים. זמינות ונגישות של תשתיות אנרגיה הן רכיב ליבה של חוסן קהילתי, שהוא יכולתה של קהילה להבטיח בריאות ורווחה לחבריה בעיתות שגרה ובתקופות משבר. הספרות המחקרית מלמדת כי מיעוטים אתניים נמצאים בסיכון גבוה יותר לחוות עוני אנרגטי ורמות נמוכות של חוסן קהילתי וכי הם פגיעים במיוחד להשלכותיהם. מטרת המחקר המוצג כאן היא לבחון את הקשר שבין עוני אנרגטי ובין חוסן קהילתי בקרב האוכלוסייה הערבית במשולש ובקרב האוכלוסייה הבדואית ביישובים מוסדרים ובכפרים בלתי מוכרים בנגב באמצעות שאלונים המשלבים מדדים סובייקטיביים של תחושת עוני אנרגטי לצד תפיסות של חוסן קהילתי.

ראשית נמצא כי בקרב כלל משקי הבית שהשתתפו במחקר, שיעור המחוברים ישירות לתשתית החשמל הארצית חלקי בלבד. שנית, בקרב המשתתפים הבדואים נמצא קשר שלילי בין חוויות הקשורות לעוני אנרגטי ובין תפיסות של חוסן קהילתי, בפרט אלו הקשורות למוכנות לחירום ולאמון במנהיגות המקומית. הדבר מצביע על קבוצת אוכלוסייה זו כפגיעה במיוחד בעיתות חירום ומשבר. מסקנת המחקר היא, בין היתר, שמחסור בגישה לתשתיות חשמל בישראל אינה בעיה של פרטים או של משקי בית יחידים אלא בעיה מבנית, ויש לטפל בה ברמה הקהילתית, המוניציפלית והלאומית.

Energy Insecurity during Climate Change: Implications for Community Resilience / Haneen Shibli, Na'ama Teschner, Stav Shapira

Climate change is expected to increase the frequency and duration of heat waves and cold spells, along with floods, fires, and electricity supply interruptions. Today, it is estimated that millions of people worldwide suffer from "energy insecurity" (EI), and their numbers are expected to rise as it may become more difficult to ensure sufficient energy for basic household needs such as heating, cooling, lighting, and cooking. The availability and accessibility of energy infrastructure is a core element of community resilience (CR), which is defined as a community's ability to promote health and well-being and cope with and recover from adversity. Ethnic minorities are less likely to be energy secure and more likely to experience low levels of CR. This study explores the association between indices of energy insecurity and perceived community resilience among groups within the Arab population in Israel, using two self-report questionnaires about experiences related to EI and CR. The results reinforce existing data and indicate that the proportion of households connected to the national electricity grid through another client or not at all is high among participants. Second, EI is negatively associated with CR only among the Bedouin population, particularly the indices of "emergency preparedness" and "trust in leadership," which emphasizes the vulnerability of these communities during times of emergency and crisis. Therefore, we conclude that EI is not only an individual or household burden, but an issue with broader communal and social implications, requiring the response of decision-makers at community, municipal and national levels.
