פרספקטיבה מגדרית בהיערכות של רשויות מקומיות למשבר האקלים

בעשור האחרון הצטברו עדויות מחקריות על פגיעוּתן הייחודית של נשים באירועי אקלים קיצוני. בעיקר מתועד העומס הלא־פרופורציונלי המוטל על נשים כתוצאה מנזקים בריאותיים, דפוסים מגדריים בחלוקת התפקידים במשפחה והעלייה במספר מקרי האלימות המגדרית בעת אירועי חירום אלו. בעוד הספרות המחקרית מציעה קשת של כלים לחיזוק ההתייחסות למגדר בתוכניות היערכות למשבר האקלים, טרם אומצה החשיבה המגדרית בפיתוח של תוכניות היערכות מקומיות, ולא נבחנו התנאים הניהוליים המקשים על יישומן. משבר הקורונה עשוי להיות חלון מדיניות לקידום התייחסות מגדרית בהיערכות לאירועי חירום אקלימי, מאחר שהצרכים הייחודיים לנשים כאימהות, כעובדות וכבנות זוג במערכות יחסים אלימות נותרו ללא מענה מספק.

מחקרנו בחן באילו תנאים ההשלכות המגדריות של משבר הקורונה עשויות לשמש חלון מדיניות לקידום נקודת מבט מגדרית בתוכניות היערכות מוניציפליות למשבר האקלים. בהסתמך על 20 ראיונות עם מנהלים ומנהלות מהדרג הבכיר ברשויות מקומיות בישראל, ממצאי המחקר חושפים כיצד הם מבינים את ההיבט המגדרי במצבי חירום ומהם החסמים להכללת שוויון מגדרי בפיתוח של תוכניות היערכות למצבי חירום אקלימי. יישומה של הפרספקטיבה המגדרית שפותחה במחקרנו תרם לחשיפת החסמים המרכזיים להפקת לקחים. נמצא כי הכרה חלקית בפגיעוּת המגדרית לצד ביטחון בהתנהלות של הרשות המקומית, דיאלוג חסר בין המחלקות ברשות המקומית והתפיסה המקובלת היום בישראל של ניהול אוכלוסייה בחירום מקשים על התהליך של הפקת לקחים מן ההתמודדות עם ההשלכות של משבר הקורונה לצורך אימוץ מדיניות המודעת למגדר בהיערכות לקראת מצב החירום הבא.

A Gender Perspective on Local Authority Adaptation Plans for Climate Change : COVID-19 as a Policy Window / Karni Krigel, Anat Tchetchik, Nir Cohen and Orly Benjamin

Over the past decade, evidence has pointed to the differentiated vulnerability of women to extreme climate events, This is manifested by the shouldering of increased healthcare needs and exposure to surging gender violence. Mechanisms proposed for addressing this situation have not been implemented, leading to a neglect of the needs of women as mothers, employees and abused partners during the COVID-19 crisis. Up until recently, a gender perspective was not applied to the analysis of local authority adaptation plans for climate change. Lessons learned during the COVID-19 crisis could constitute a policy window for promoting gender understanding in plans related to climate emergencies.

Our study aims to present a gender perspective on emergency planning and management in local governments while examining the heightening of gender awareness reflected in these plans. For this purpose, twenty senior administrators in local authority agencies were interviewed about their management of the COVID-19 crisis and about any lessons that could be applied to climate emergencies. The analysis revealed two administrative barriers to the incorporation of gender awareness in climate change planning. The first was a dissociation between the sense of confidence in managing the crisis and the reality of lack of response to gendered needs; the second disconnected the transfer of responsibility to welfare departments from relevant tool kits for understanding extreme climate events and their gendered significance. We discuss these gaps, keeping in mind that a discourse of climate justice and its gendered ramifications has been slow to forge.
